Message from the Head of the Ethiopia Livestock Identification and Traceability System (ET-LITS) and Animal Welfare Desk

ET-LITS is Ethiopia’s national digital livestock traceability platform designed to strengthen animal identification, disease surveillance, food safety, market access, financial inclusion, and sustainable livestock development through modern digital systems and coordinated stakeholder engagement.

Ethiopian Livestock Identification, Traceability and Information System (ETLITS)

ETLITS is housed within the Ethiopian Ministry of Agriculture under the Livestock Identification, Traceability Systems and Welfare Directorate, with regular follow-up by the Livestock and Fishery Resource Development Sector to ensure proper functionality of the system.

Day-to-day activities from regional offices are directly reported through the system, while the ETLITS central office is responsible for consolidating reports and communicating them to higher officials as required.

To ensure effective implementation and operational efficiency, roles and responsibilities are distributed among different organizational structures established for ETLITS management, including the Steering Committee, Working Group, Local Committees, and Central ETLITS Unit.

Roles and Responsibilities of the Livestock Identification, Traceability and Welfare Directorate
  • Implement the national animal identification and traceability system processes.
  • Design sustainable implementation programs and structures from national to grassroots levels.
  • Assign roles and responsibilities to stakeholders through participatory and inclusive processes.
  • Select and implement the most appropriate national traceability system approach.
  • Ensure enforcement of regulations and proclamations for system implementation.
  • Establish and maintain a national livestock identification and traceability database.
  • Promote public awareness and stakeholder sensitization activities.
  • Support transformation into a competitive and internationally credible livestock information system.
  • Commission research to evaluate system feasibility and effectiveness.
  • Strengthen capacity building for competent system implementation.
  • Develop regulations and guidelines for Ministry approval and adoption.
  • Investigate violations and enforce corrective or punitive measures.
  • Facilitate administrative, civil, or criminal proceedings against offenders.
  • Perform additional duties to support national and regional traceability initiatives.
